Some people interpret school as having other functions but without shared values we’d be living in chaos. Some people indicate that it’s not the most important but before schools started children were going out wreaking havoc in all kinds of contexts. Another factor is that immigrants were running around not being able to speak English and not understanding our culture. Also all children should learn about the values which are justice and liberty. Then the government created schools so that immigrants and children can have structure and learn English and all the kids can learn. That is why shared values are the most important function of school.
